I think you're getting ahead of yourself. Bolagard suggested that some of the problem we have is overspending. One party spends too much creating problems the next person in the White House has to contend with. I don't know if this is true, but one way to look at relative spending is by comparing spending to GDP. Even that may have some pitfalls. We may not be able to draw any conclusions at all. So I can't define "overspending" or if it even creates problems. All I can do is look at spending patterns to see if there is any correlation to things like unemployment, GDP, or income.
