Those "wheels" are actually VTOL (Vertical Take-Off and Landing) vents. They are used in virtually all his modes.

Tigerhawk's Transportation mode is essentially the beast mode with a helmet placed over the tiger head (making it look more like a falcon - an interesting concept!) and pulling out the underbelly cannon.
