I Understand part of the question, but am confused as to the exact goods you wish to certify.
Basically, GOSTANDARD is the official certifying agency for products entering the Russian Market. All imports must be certified. Gsstandard has subcontracted the inspections and certifications to a number of agencies including SGS. They typically charge about EUR 100 for the service but check with them.
You will be best to work with a local representative in Russia as this can be a dangerous market to enter without an indeph knowledge of the business practices and legislation of the country.
