I sure understand your stress and your concerns. I'm in the job market myself and I know it is the safe concept of having a job before relocating, it's also a very harsh reality of just what the job market it.
I talked at length with an e-mail pen pal who is an attorney, he has been sending resumes by the dozens and he's spoken with online professionals, gone are the days where kind human resource reps send or phone or contact with thank you for applying, etc. etc., if you get an interview, you're lucky, I've been told. It's rejection and no word at all, straight across the board for all professions.
Companies are downsizing, considering downsizing, cutting benefits, the economy is sliding and actually, my pal said that more and more people are up and taking the risk of going somewhere without having a job first and doing the old fashioned pavement pounding.
It's what I may end up doing once in South Carolina this fall, it takes a vigilant plan though I hope your loved one has. I plan appts. with employment agencies, a list of places to apply, I am not going to make a splash, rather a large explosion circulating my name when I hit town.
Hope this helps some and might help you see his point of view, I hope he does find a job before he leaves, I wish him luck. It's possible! As I hope it is for me!
Scary world out there, isn't it?
Also understand about the meds, I lost my health insurance two and a half years ago due to new facility owners skyjacking the rates, I haven't been the same since, very guarded, cautious, a bit insecure, but thanking God every day that goes by with my health intact.
