Насколько я знаю, и у МТС, Билайна и других операторов России и Украины русские буквы перекодируются на сервере. Так что, в программе можно писать русскими буквами, но при этом не следует заполнять все 160 знаков. Надо оставить около 10 знаков в запасе на перекодировку (многие русские буквы будут представлены двумя латинскими буквами).
