Actually, the events normally run at least an hour, quite often stretching to 2 or 3. We do try to vary the schedule somewhat, but are generally limited to evenings because the majority of the EMs work day jobs and are only available during the evenings.
There are differences between the invasions done in the far past and the recent invasion of Moonglow. Trinsic had the spawners set-up with a server publish (UO:2D was being released soon after and had a lot of resources supporting it). Moonglow didn't have access to those resources, so the spawning was sporadic at best. There are discussions about adding resources, like spawn tiles to the EM tools, for the next publish.
