On the U Hall forum, Vex (Designer, Origin Systems) explained how OSI will be able to reduce lag in spite of increasing housing storage by 15%.

…We currently have optimizations slated to go in with Pub 19 that will free up a lot of server resources. The BOD Books feature is also anticipated to free up server resources as well, due to its highly efficient storage of deeds. Due to this, we can afford to give every house a little extra storage space and still have a net decrease in server load.
We believe the storage increase is needed, because AoS increased most players' need to store more items of different varieties. We wanted to increase storage space with AoS but had to pull back. Now we're following through with it.
