The following was posted by MrTact (UO's Lead Server Programmer),

We are working on fixing problems.

I will say that aside from the publish that went to GL yesterday and was rolled back (planning to go back to one shard Monday!), we are not planning to fix any bugs as part of an "emergency publish" at this time. We are trying to get to a regular publish cycle that is roughly six weeks long. We are also trying to keep features out of Publish 18 and focus mostly on bug fixing. Bugs that are causing players a lot of inconvenience, or that are just plain breaking gameplay, will be our highest priority. Fertbert tells me he has another round of fixes that should continue to improve modem play, as well.

At the same time, please don't expect to hear exactly what's going to be in the publish until most of it has passed QA. That means no more than a week or so ahead of time. We're just as tired of delivering updates late, or at low quality level, as you guys are of receiving it. This is the next step toward achieving that goal.
