This might sound a little complicated at first but you can get the hang of it pretty easy.
It is said by a lot of people that have GMed the Mining skill that during your powerhour you will get the best gains from smelting ore but outside of powerhour you will get the most gains from mining the ore. So with that in mind, it is best to spend maybe an hour (can do more, can do less, just depends whether you have time for it) just mining the ore but not smelting it. Will be a big help to have 1 or 2 packhorses to help you carry the ore.
Now you find that there are three different sizes of ore. Large ore, makes 2 ingots. Medium ore (there are two different pictures of medium ore), which makes 1 ingot. And small ore, which you will need 2 of just to make one ingot. It is always best to convert all your large and medium ore piles into small piles. That way you will end up doing more smelting than you would if you were smelting large piles (you will see what I mean when you do it) and also small piles are the least heavy.
Ok so when you come to smelting the ore, it is best to split up the piles into the smallest number possible to smelt them. In this case you would split your ore into separate piles of 2. That is because the mining skill is checked every time you attempt to smelt, so every time it is checked there is a chance it could go up. Spliting your ore pile into lots of 2 can be very tedious stuff, I usually have a huge pile that has at least 500 small ore piles in it, so that is a long time I spend dragging 2 ore off of it and placing it in a pack ready to be smelted. Because it can take a while to separate the ore it is suggested that you do it before your powerhour.
One other thing is that the colour of the ore you mine and smelt is going to help you raise your skill a little faster too. You said your skill is at 86, so you should be able to mine gold ore at 85 (I think that is right?). So mining and smelting gold ore is going to give you the best gains. At 90 mining skill it will be agapite, then at 95 it is verite, and at 99 it is valorite. It is best to find a few gold ore veins that you can mine on a regular basis, getting a rune book with the gold locations in would be a big help.
Ok, I was just proof reading what I have wrote here and it does seem a bit complicated so I will try now to tell you what to do without the explanations on how it all works :) .
Before your powerhour, mine alot of gold ore (or whatever is the highest ore vein you can mine).
Convert all the ore into the small piles. Put piles of 100 ore into a container (doesn't have to be 100) and then split that 100 up so you have 50 piles of 2 ore, and store these containers somewhere safe near a forge (I just use the bank cause it is close to forges in Minoc).
When you powerhour starts, get one of the containers and smelt all the ore in them (works out that your skill will be checked 50 times per container so that is 50 chances each container your mining skill has of going up). When your powerhour is over it is a bit of a waste to keep on smelting the ore, save it for the next powerhour (unless you are close to having enough skill to start mining a new ore vein, then just keep on going in the hope that you still get the odd gain here and there). When the powerhour is over start mining again to build up your stock for the next powerhour.
This is a very tedious way to gain mining and can get real boring but it is also really effective. I was raising mining on my treasure hunter character and I got it to 97 in 5 (or maybe 6) days. Haven't mined since so I am still at 97 though I am sure I could GM it in 2 or 3 more powerhours.
I didn't discover all this on my own but I got help and advice from so many people that I don't really know who to give credit too :)
