The first problem encountered was that the planet was inhabited with a comparitively primitive race although their knowledge of, shall we say, alternate sciences was fairly advanced.

The Earthanics could not start any terraforming projects nor could the Nebulans begin to study the geology of the planet to achieve the maximum amount of potential productivity from its crops.

It was decided that some technology and civilization support would be exchanged for the understanding and use of crops. This was of mutual interest to both parties in that the Manarians began to come closer to modern civilization and they had the technology to cure various terran diseases.

Manarians have incredible knowledge of farming and terraforming, we soon discovered, and they're knowledge of their geology was immense, although tinged with a sense of religion and belief. The concept of "magik" has often been brought up in these first contacts but that would be information to be found from the Intelligence Department.

New crops were introduced to the Manarian eco-system (potatoes for beer) but this foreign material became the downfall of a species of insects in Manar. Thankfully the insects have adapted to the ecological blow and great pains have been taken to avoid terran (and starbase) contamination.

A strict system of failsafes had been established to make sure that planetary diseases were not transported to Rugby and vice versa. Planetary trips have been restricted to technorganics to avoid ecological contamination. A colony of Earthanics and Nebulans do reside on Manar...mostly consisting of terraformers, geologists, genomists, archeologists, and a few military personal.

A minor defense system has been established around the perimeter of the Manarian Farms to insure that any terran threat from the woods or elsewhere on the planet do not destroy the supplies which get shipped into Rugby.

Great pains have been taken to maintain a defensive perimeter about the supply train although as of late the defense has slackened. It is an excessive use of funds and these are peace-times so the defense of the supply train is left to a few short range Skirmishers.
