That's pretty easy to understand. If I read it correctly, it would attempt to do the following:

1. Log keystrokes typed on a given terminal.

2. Make this log (most likely a *.txt file) available to be viewed online.

3. Possibly password protect the site so that only those with the password are able to view what is being typed.

Doing this would require the terminal itself to operate as a server; or to run a trojan-like program that submits the log file to a website, most likley using CGI scripting. The web page would display the log.
