Ok what they mean by that is to use the whois command to get some register info on a domain name. But if your on windows it does not work because windows does not come with the whois command. On unix you just go to the command prompt and type something like 'whois "somename.com"@whois.internic.net' and you get the info.

To do it on windows you got to telnet into a unix machine that has port 23 open running a telnet server, and allows you to login as a guest or something. Then you can type in unix commands(like the one above) that will be passed to the unix machine and the output will be passed back you your screen.
