Yea that is also true sometimes, but there is no true definition of a stealth port scan. Some port scaners do there stealth scans a little differently.

Like with nmaps basic stealth scan (-sS) it does ping the host, you acctully got to add (-P0) to stop it from pinging. Exactly how the stealth scan works is really up to the programmer writing the scanner. I just gave the basic prinsible of what most stealth scans are.
