It seems you are attempting the good old null session...
If you are running from the command line follow this command....C:\> net use \\254.254.254.254\IPC$ "" /u:""

Reasons why you cannot establish a connection are due to the fact the netbios is not enabled. Port 139 may be open but it generally doesn't mean that the remote system has it enabled.

Run an nbtstat of the systems

C:\> nbtstat -A 254.254.254.254

Name Type Status
---------------------------------------------
Name <00> Unique Registered
Domain <03> Group Registered
Name <00> Unique Registered
Username<03> Unique Registered

MAC ADDRESS = ac-cd-12-37-30-78

Should there be a 20 hex <20> then then system has netbios enabled...

You can then run a net view to view the shared files of the system.
