I used to have waist-length hair. I'd wanted a change for a long time, but couldn't bring myself to do it because I still had bad memories of being forced to have my hair cut short when I was a kid.

I eventually just went to a stylist I trusted (she worked wonders with my mom's hair) and asked her for a medium-length cut. She offered several options and I picked one. I wouldn't recommend leaving your style to the vagaries of a random stylist's mood, but she did a good job. I loved the lightness and movement I had once it was cut.

Bottom line: If you're scared, go gradually. You might have it cut half-way up your back. If you like it and want to go shorter go to the shoulder...or shorter. That way you can still bail out if you hate having your hair shorter.
