The only way to trully fix hair that is perm damaged is to cut it off. If the hair can be salvaged your hairdresser will tell you. If your hair feels gummy or tacky when wet this signifies that the cortex is gone and it cannont be fixed with any surface treatment like conditioners. Hair is like any other fiber and when it worn out or destroyed by chemicals it will never look as good as when it is is healthy. Get all of the damage cut off and you'll be on your way to a better looking hair in no time.

and layoff the chemicals...
