My cues for short hair are as follows: Peteite frame, balanced and proportional, normal to petite features... lips, nose, etc...

Other cues are large eyes, a pretty face, oval face or long, square, triangular face shape can be made to work with short cuts.

As to texture, heavy curly thick hair responds better to the shortest cuts and crops.
