It's somewhat hopeful that it's already been shot. I wondered if perhaps they were trying to sell it as a concept to distributors before beginning production. You'd think since they've spent the cash to get it made, somehow, in some form, it will be released. But, who knows with Hollywood? Every once in awhile I'll hear that a movie that's been shelved for years is being released because one of the actors later "made it big" in something else.
