The powers of Sight. Well good fellow/Nyarlatothep (chaos) is one of the three possible sources. It's not my first guess. Find the other two possible sources (in general terms) and their agents, and you'll have a good idea who does the granting.
What would be enough to make him the choice ? Ask yourself what kind of extraordinary circumstances it would take for Xander to believe the vision. We've discussed his flaw. You've discovered one of the motivators/triggers. If you find the other two, you'll undertand why he believes the (false) vision. "Big hand in the badness" ? As in he is pro-actively responsible for badness against Buffy? That would be an emphatic NO.
Yes. The cross-over match. Who was where when? Who crossed over? Do you believe in *invisible* hands ? Hint: From ATS into BTVS.
