i would like to see the evidence which support the fact that pertitions has 100% failure

Al; You appear to have much invested in the belief that partitions are a good idea. I am sure you are mistaken. I have spoken with Dr. Stone, the author of the Baltimore Study mentioned by you. He is a criminal in my opinion. He KNOWS his stats show more murders. YOU should scrutinize the report... the data is in there, but the study is so amazingly flawed it merits no respect.
In short... his superficiality and devotion to preconceived notions that are not backed up by his own data is evident in his comment (in the report) that taxi partitions are "intuitively effective".
I guess he means that he THINKS they should work... so concluding that they DO, is proper.
Incidentally... I only mentioned my temporary exclusion from the Taxi-L Forum to offer an indication of how counter-intuitive it feels, to even experienced cab drivers, to consider that partition mandates might be a horrible way to
address a horrible problem, which yields horrible results. Thank you for your interest.
