The ambiguity of words often allows one to elude oneself about the nature of the ground on which one is standing. Perhaps a step by step clarification of the terms you are using will aid us in discussing your idea of an assembly of "active citizens". It does not seem like an idea that conduces to good government -- that conduces to a means of creating and preserving a setting in which a rational ethics is possible, practicable, and to some extent required.

"Active citizen" -- What is this being? A person who voted in the last election? A person who ran for public office? A person who publicly proposed a law, or the repeal of a law? A busybody?

Once we have a clear description of this "active citizen" we can take a look at how an assembly of them comes into being, what this assembly does to accede to power after it has come into being, why anyone would vote rationally for such an assembly initially, what will differentiate this assembly from political parties after it has established a public policy record, and how does such a contrivance represent a move towards "good government".
