Subject: Declaration

Let it be known, in light of the recent attacks against the loyalists, any and all peace agreements and current negotiations with Arlin and the Black Dog Mercenaries, are hereby nullified.

On this day the 28th of January, 2003 the Regency hereby declares open war against these brigands. Any intrusions into Loyalist territory by any member of the Black Dogs, will be answered with deadly force.
