Hi Janis,
I can get hold of a brand new cotton rug for you for about $30. It is a pretty good cotton drill, and they are made my our local saddler. no tail flap, but the velcro for the tail bag is already on there, and both hoods tailbags and I think neck rugs can be bought.

P.S. I have a friend with a set of float boots, but she no longer has a horse, so she might be interested in selling them, they would probably fit your bigger horse. Let me know if you want me to ask them,.
