Since these all came with a a large figure and a small figure (Tai with Kari, Matt with Tk, Sora with Izzi) then a forth pack would have been an inscale Joe with a small Mimi since she's the leftover character. But Bandai probably didn't think an out of scale Mimi would sell so they just scraped the 4th pack and made the figure part of the exclusive pack.

Can't think of any other reason, makes perfect sence really. But what they should have done was scrap the 2 pack idea and make all the figures in scale with articulation and set them up witht heir digimon. That would have been a better way of doing it and they may have gone on to do more season characters.
