Well there is one RPG that I can think of, FFIX, where the main character seems to only have intimacy on his mind. But then again he's 16 so that doesn't surprise me. :-)

I'm not sure why most RPGs seems to have very little in the way of romance in it. My guess is that the writers of the storyline have to factor in so many things that they don't have time for something that doesn't directly affect the main plot. I mean they have to pick what every character
says and when, not to mention that you have different characters in your party who will have to say something slightly different in the same situation, plus all the little guys going around town, and picking what bosses and enemies go where. So there is quite a lot of things to work on in the game. Now most games that I know of have a deadline and since so many people like the Final
Fantasy and Breath of Fire games, they have to be rushed into production. Although I think the main reason why the Breath of Fire games don't have much love plot in it is because the main character never talks and it wouldn't be much point to have two of the characters in love if the
conversation will always be one way. Xenogears seems to have added this extra plot anyway because look how much work they already did on the storyline so what's one more drop into a lake, right? :-) Plus there wasn't much hype about Xenogears when it was being developed so the
writers could afford to work at their own pace.

Another reason I can think of is the market. I'm sure everyone has seen or heard of these politicians who blame videogames for all the evil and destruction in the world. I mean Doom was the reason for the Trenchcoat Mafia, World War I and II, and Gehngis Khan....well at least
according to the media. Now think what they would do if some sexual themes were added to the plot. There doesn't have to be any henati in it but I'm sure the media would over react, so game developers have to be careful. Although I'm not sure how valid this reason is because Parasite Eve
1 managed to slip through the cracks and there is some questionable stuff in there.

Great, now that you mentioned Xenogears I want to play it again :-)
