It may lessen as they get older and out of their "teenage" years, but until then I would reccomend giving them access to only one small room with the litter box in it until they consistently go in it. Then I would slowly give them access to the other rooms one room at a time. My buns always got the one room access anytime they "forgot" to go to the litter box and it worked liked a charm!!!! A pet gate is very handy for this!!! So is a hand vac!!
My buns also did improve with age so it's not hopeless!!!
