This is normal and it is calcium. You can clean most of it off with a solution of white vinegar, water and a scrubbing brush.

The wood pellet litter could be a problem if it has a high oil content such as pine. This has been known to cause respiratory and other diseases in rabbits. I would suggest using a recycled paper litter or just straight hay.
