Well, apparently Mo is what's called a Frackle. Now, frackles are big scary muppet monsters. here's a link to Thog, a rather better-well-known frackle. We can only assume Mo is like Thog, but green rather than blue.

After futher research, I have found this link to what is refered to as a Blue Scoff. It also makes mention of a Green Scoff which hangs around with him occasionally. This jibes with what was said about Mo on your link: that is green and bird-like. I believe we are getting closer.

However, also check out Boppity on the same page. There is made mention of a Blue, Green, and also Purple Boppity. Is Mo a Boppity?? Further investigation is required.

Success!! Well... sort of. I finally found my first real screenshot showing the actual show Mo appeared on. Unfortunately, you can only see Kermit and the right half of Johnny Fiama. However, not too badly shaken, I trek onward...

Ugh. Thought I found something waaaay cool, but no. Here's a link to a page showing all voice work on Family Feud from 1999-present. Nowhere does it mention Mo, or his 'talker' Bruce Lanoil. Dammit.

I also found that PAX does air all the reruns of the shows starring Louis Anderson, so you should be able to catch the 11/19 episode which apparently has Mo the Frackle in it.
