北縣報導〕台商到中國經商鎩羽而歸的案例層出不窮，有人無顏回台，成了浪蕩外地的「台流」，有人受不了金錢、東山再起的誘惑，鋌而走險，從事詐騙、走私、販毒等不法勾當，甚至被吸收成為間諜。

台商赴中國投資，常因不熟悉當地法令、政府政策，或競爭、詐騙等問題而失敗。去年10月刑事局查獲43歲男子陳和清，在中經商失敗後回台，正苦思下一步時，剛好其中國籍妻子，在中國曾受雇從事詐騙工作，遂改行做起詐騙勾當。

今年9月份調查局破獲一起自家共諜案，逮捕一名赴中國經商的55歲資深離職調查員陳志高，被吸收成為共諜，多次返台以敘舊名義，向調查局經濟犯罪防制中心專員林羽農收取情報，兩人被捕後，陳志高向檢調坦承，赴中國經商，因受到刁難，為了生計才被迫吸收成為共諜，返台刺探情報。
