I've been working on a PAL B/G Tocom system (uses 5508 type 3 box) and the data is on line 15 here. It appears to be manchester coded and the last bit signals inversion IE it is MOSTLY set when the video is inverted and vice versa. A reasonable decision to invert/uninvert can be made by counting the number of consecutive frames with the same bit state (a 'fuzzy' decision) - works for me.
I get a headache just thinking about deciphering the rest of the packet.
