By reconstructing the entire signal, it is required that an excellent lock is maintained if the 3chip design is used (see previous posts on this problem). As the macrovision affected signals from VCR's are not scrambled it is not necessary to reconstruct but just replace the affected areas in the signal with black so a lock is not required. This is far cheaper to achieve than the 3chip method with much better results (no flagging top lines or other stability problems) see this site for info: http://www.epanorama.net/cgi-bin/search.cgi?keyword=macrovision
The 'video enhancer' I built was supplied in kit form by Jaycar Electronics in Australia (a very popular item here for some reason :)
For S-video the video needs to be broken up into components of the composite VCR signal - epanorama has plenty of hints and techniques for this too.
