I'd suggest a single 74LS124 with the
crystal connected at pins 4-5. It is
very stable. You can add a pot to
control the VCO if you want to.

Connect pin 7 (out) directly to OSC/In
of the PIC and use the same 7805 of
the 3chip board as power supply.
