Sounds a bit like mains noise - how's the power supply and grounding? From memory the scart interface has separate signal and power supply grounds plus try shielded cable for the video signal. Also try feeding the 3C output to another direct AV input on a VCR/TV.
Use the 'Edison' approach IE try everything until something works.
