What you are attempting should be do-able, since from what I recall, the tough security in VCII is mainly in the audio as it is digitally encoded and you have to figure out the encryption key being used. The video is simply a combination of suppressed sync and inverted video modes. I don't know what the flag format is to determine the mode in use from frame to frame, although that shouldn't be too hard to figure out.

This was a long time ago, but a friend of ours who had a "chipped" VCII for his satellite system could always get the picture clearly, but couldn't get the sound on all of the channels.
