Subject: Voltaje raro (10 mV) en PIC 16F84?

Alguien me podrķa decir que tension dc se obtiene en el pin 13 del deco Digitalman? Es el que va junto con el pin 9 a la llave de negro/sync del 4066. En el pin 9 obtengo 0.35V DC aprox, pero en el 13 solo 0.01, y lei en el troubleshooting del 3chip que debia ser aproximadamente 1.5V. No es el mismo deco pero todos los valores -sacando los buffer de entrada y salida- estan iguales. Por eso la duda, ya que el problema del deco es que el tv no llega a enganchar bien ni los canales comunes (no llega a activar el sonido ni encuadra la imagen). Aparentemente esta decodificando bien, salvo este problemita.
