Depends on the requirements of the application. The designs are very similar in the basic function with optimisation for say, reading the data packet or handling inverted and or attenuated colour burst plus some system require a sub-carrier decoder for the audio. Designs based on the SX mcu do away with the need for a vcxo for stable locking as the code executes at least 4 times the speed of a PIC. I went for the SX18 with a video op-amp input buffer/inverter and no 'large burst detector' circuit as my scrambling system didn't require it and added an AGC sample & hold correction mod for perfection (close anyway).
Study the system you're dealing with very closely and then you'll know what features you need in an existing design or to build into your own design (recommended for the 'full' experience).
If you are lazy & don't want to learn anything just fork over the cash and hope you get the right unit.
