If there's no leading or trailing edges to be detected in the correct position for the hsync pulses the basic 3chip design will not work. IE it first looks for the signature of the end of the vsync then relies on the hsync edges to maintain lock. Sounds like you need to work out how the provider does it as there must be enough information transmitted to fix the scrambling.
Is the random delay the same on all lines in each frame - IE is the data packet defining the delay for the frame (all lines) or is each line different in which case the info is coming from elsewhere.
I heard of this type of scrambling in Portugal I think (earlier posts may give a clue)
