Subject: PIC is dead....

HI!!!
I wish to have a good explanation for PIC oscilator instabillity.
I have AL11C that is too expensive and I beleive programm PIC with them is very ease so I canīt understood how we can trust in a microprocessor thatīs working for someones and not for others.
I have been reading in this forum many problem with PIC oscilator.
3Chip InfoPage have good explanations about how to work with PIC.
Pin 16=600mV pp and 15=300mV pp and 20mHz.
I made some tests w/ PIC16F84-4mHz/F84A-4mHz/F84A-20mHz with all GIL18 versions and THE THING dont wake up...
Before finished my board, I posted here some links to fix oscilator problem, but now I need HELP from 3Chip gurus.
PED & NED & LBD are OK, what more THIS THING need to work.
