Subject: How to build a data logeer

Somebody has a plan to build a data logger for capture bits at video line 17, here in my city the cable supplier sends the info for decoding in line 17 but I don't know how capture it, I saw a plan about construction of data logger for tocom but I don't remember where, somebody know?,
also i'd like know how to interpret this info or if this info has any format
