Depends if the code includes the LED. If the code includes the LED, then your board is definitely NOT locking - probably some problem with the VCXO.

No, something is wrong with the PIC and/or VCXO. Did you program the PIC correctly? Check your VCXO circuit.

I think you should still connect RA0 to control the frequency. The osc needs to go slightly above and slightly below the 20MHz for a solid lock. Check Jens' VCXO page for more info.
