Subject: Black border

Working with my 3chip I noticed a black border on top (begining of the frame), right (end of lines) and bottom (end of the frame); checking with the scope I could see that the vertical blanking pulse starts 3 lines earlyer ("covers" 3 active lines at the end of the frame) and stops after 2 active lines at the start of the frame; also, the horrizontal blanking pulse starts 1 microseconds earlyer (and it "covers" the last microsecond of the active line, i.e. the black part at the right of the screen). Now, this is suppose to be NTSC (in Toronto). Someone else noticed this so far? It looks like the code has some inappropriate timing, but it is strange (I cannot belive Rogers changed the standard, adding some lines or...)
