This sounds suspiciously like a problem I experienced with the 16F84A on the Canton 4.2 design. Which board did you build? For the Canton 4.2, try reducing the value of R2 from 10K to 8.2K and see if that works. If you're using a different board, you'll want to compare its circuit with the 4.2's. I think that the 16F84A might have a tendency to run at a slightly lower frequency than the 16C54, like its oscillator pins load the crystal down more or something. On mine, I performed the full Scenix mod (from Dave2's page) and wound up reducing the value of R2 to get the adjustment centered around the right frequency, it was just a little too low before doing that. Works perfectly now though!
