I am not sure my IF ic is Philips TDA9801 and there is only 1 AGC PIN (PIN 19) check your IF IC and compare the PIN assignment of Philips TDA9801T. You need to adjust the VR to the correct value to get best result. I am using Canton V3 and with some software and hardware modification
