Hi, I'm a very new cockatiel owner (she's 10 weeks old) but I've done a fair bit of research on training them. Part of the problem is that your bird is spending it's day with a male. Females or young children are better teachers for birds to talk. They can imitate high voices much easier.
Also, you should take it out every morning and repeat the same word or phrase for about 15 minutes with no other noise (eg. tv, radio, another voice) around. Don't use any other words except the one you are trying to get it to learn. They put it away, and try again in the evening. Good Luck.
