Hi Dawn, you do not need to buy anything to teach your bird to talk. You will need to have a lot of patience for it will take time, but whatever you do don't give up on your bird. Just remember how long it takes a baby to learn to talk(to help you understand it takes time). It will not take this long for your bird to talk. Choose one or two words to begin and repeat these over and over when you are around the bird. When he learns these introduce new words, but continue to repeat the original words with the new ones. I don't know if all birds learn to talk or not. We had two cockatiels, one learned and one did not. (?) I don't know why. I wish you lots of luck AND PATIENCE.
