CALIFORNIA SENATE BILL 1373: The hearing before the Senate Committee on
Business and Professions was held this afternoon on SB 1373 by State
Senator Jack O'Connell (D-18) of Santa Barbara breeder on this bill to
require local governments to enact ordinances to register breeder and pet
dealer sales of cats and dogs with required microchipping. Additional
amendments over the weekend raised the threshold for registration to the
Polanco-Lockyer Dog Breeder Warranty Act language to which cats were added
(more than 2 litters or 20 in 12 months.) Completion of the vote was on
hold for the arrival of absent committee members, but there had been 3
votes in favor and only one against, Sen. Maurice Johannessen, (R-4)
Colusa. The bill is expected to pass and go on to Senate Appropriations.

RIVERSIDE COUNTY, CALIFORNIA - UNINCORPORATED: The County Board of
Supervisors meeting for tomorrow, Tuesday, April 23, Agenda Item 14.2 -
Public Hearings starting at 1:30 p.m. in the afternoon session will hear
proposed changes in the animal ordinance including:

· kennels/catteries (one acre minimum) with one or more unaltered dogs or
cats charged additional $500 yearly "professional" fee as would hay, grain
and feed stores selling dogs and cats.
· cost of license, needed to keep five to 10 dogs/cats, would increase $20
to $180 a year if all the dogs were altered. If any unaltered dogs were
being kept, the fee would be $280 a year -- a $120 increase.
· cost of the Class II license, needed for keeping 11 or more dogs/cats,
would be $250 -- a $50 increase -- if all the dogs were altered. If the
group included any unaltered dogs, the fee would be $400 a year, twice the
current fee.
· rescuers must get permits - 7-10 dogs on parcel .5 to 1 acre a Class I,
and 11 or more dogs/cats a minimum 1 acre and Class II license at full
price.
· cost for one to four miniature pigs, $8 annual licensing fee; five or
more $180 a year; and pigs would have to be altered
· Roosters, $500 to keep seven to 10 birds and $1,500 for 11 or more.

Today's Press-Enterprise reports, "An appointed committee of residents
crafted the recommendations, which would apply only in unincorporated
areas. Charging more for unaltered animals would help pay for inspections,
veterinarian charges and holding animals during animal-cruelty cases, the
committee concluded." Apparently the residents did not include fanciers.

Communities included are: Unincorporated communities include Lakeland
Village, Lake Mathews, Mead Valley, Wildomar, Santa Rosa Rancho, as well as
portions of Gavilan Hills and Woodcrest, Jurupa Valley Rubidoux, Glen Avon,
Sunnyslope, Pedley, Mira Loma, Anza, Aguanga, Cabazon, Cherry Valley,
Homeland, Idyllwild, Lakeview/Nuevo, Menifee Valley, Romoland, Winchester ,
Wine Country, Sky Valley, Thermal, Desert Center and the Palo Verde Valley.
