ABBA Minutes, April 21, 2002

The April 21, 2002 ABBA meeting was called to order at 9:00 PM EST.

The minutes of the previous meeting were accepted as posted.

State Reports and BSL Updates:

- Florida- Miami/Dade - Miami Dade county is enforcing its "pit bull" ordinance. Leticia reported 2 policemen and one "specialist" from animal control came onto her property and took pictures of her dogs. They are seizing any pitbull they can find. They came because the county is offering cash rewards and someone reported them. Leticia plans to appeal the decision. Leticia is in danger of having her dogs seized and euthanized. It is a very irrational environment, many people feel intimidated. Darren reported that 50 dogs and 15 puppies were seized during the week. Leticia asked, what are the most effective and important action steps to take, in order to ensure the greatest possibility of overturning this ordinance? Suggestions were made as to how to proceed, including preparing a petition. Dade residents were advised to find a place to keep their dogs outside the county. The local veterinary association is concerned because animal control, which "merged" with the Miami-Dade Police Department, wants them to offer free services and impose their rules about business. The veterinarians are not happy with this and know that the "pit bull" situation may be used against them. ie. large monetary fines which can hurt their practices. Therefore, there is a lot of intimidation locally in many ways. The vets feel, if they support any fight openly, they will be punished for it. The county passed the law in 1989 and the rest of Florida has a vicious dog law with No BSL. In '89 there were a series of attacks where children were badly hurt. That was why the ordinance was passed. There was an effort to overturn the BSL prior to this time. ADOA went after Dade county and lost. It was taken to the state level and lost again. If it is fought in supreme court and lost, it could set a nationwide precedent for BSL, so ADOA left it alone. Miami/Dade was grandfathered in, before the laws in Florida against BSL were enacted. Suggestions for action steps were made. Including: make sure you are PROFESSIONAL in any dealings with legislators- look, talk, and act professionally. They think we are all scumbags, you need to prove otherwise. Darren has contacted all the news affilates already.

- Louisiana - Welch - Gina received an e-mail stating they have 60 days to get their APBT out of there or there will be a $500 fine.

- Ohio - Ohio is on it's way...the Ohio Task Force is making no BSL recommendations to the state level.

- Illinois - Heidi McClure sent a message asking for help with Rockford, IL. She has gotten no responses at all for her requests for assistance from others. She is new to this, and wants to fight it. There are AST breeder in that city. It was suggested that Heidi contact Debra Jennsen.
