RESPONSIBLE OWNERSHIP:

1. Provides for containment of the dog on the owner's property with no opportunity to escape. ie. 6 foot fence, kennel run of an appropriate size, covered runs as needed, dig barrier as needed, overhead line and pulley system (although it may not be strong enough).

2. Socializes the dog to many possible situations involving both people and animals. I like to see a dog with at least two obedience training sessions to give the owner, as well as the dog, the basics.

3. The dog is correctly identified. ie. licensed, microchipped, tatooed

4. The appropriate immunizations/titres are current.

5. Pick up feces asap when on dog walks or in public places and dispose of appropriately.

6. Prevent dogs from becoming a nuisance due to excessive barking, fence fighting with neighbor's dog, charging neighbors at the fence, public dog aggression.

7. Put down a dog aggressive to humans without cause immediately (no free bites). I am not talking about dogs trained for Schutzhund or French Ring Sport or a dog protecting it's owner from an attack.

WHY DOES BSL NOT WORK:

1. Many dogs that bite humans are not purebred and are not included in the targeted breed list. Only by enacting a generic law, can all dogs be held accountable for their actions.

2. It does not solve the problem of 15 - 20 year old punk, drug dealers from owning dogs which they train for aggression and to attack.

3. Permanent identification is necessary for enforcement. It identifies the wayward dog, as well as that dog's owner when they come in to a shelter to reclaim the dog.

4. It does not hold the irresponsible owner reponsible for their dog's actions. The owner is more the problem more than the dog.
