I don't know what they're asking?

There generally no "rights" to own a particular dog, as I understand the court decisions (which is one reason why courts rule that breed bans are constitutional)

Dogs themselves have no "rights", of course.

The arguments against BSL usually center around the point that it doesn't solve the problem of bad dogs, which is caused by irresponsible owners; responsible owners should be penalized for the actions of the irresponsible.

People usually point to the California generic Dangerous Dog Law as a fair solution. It's included in the AVMA Communith Approach paper, I believe.
