Vicious dog law likely to get approved

CRANSTON -- A vicious-dog ordinance that would require owners of pit bulls and certain other breeds to obtain liability insurance on their pets has moved through a City Council committee and is expected to be approved Monday by the full council.

Under the proposal, sponsored by council President Joseph DeLorenzo Jr., owners of "any American pit bull dog, pit bull terrier dog or Staffordshire terrier dog" would have to provide proof of liability coverage of "not less than $25,000." The fee for this special registration would be $20.

The council's Ordinance Committee has endorsed the proposal. "It will be on the floor on Monday, and I don't anticipate any objections to it," DeLorenzo said.

The measure borrows from ordinances on the books in Providence, Pawtucket and other communities, he said. It also would set strict requirements for owners of dogs that have been found to be vicious.

DeLorenzo said he has heard little opposition locally.

Nationally, opponents to "breed specific" vicious dog laws argue that the ordinances are difficult to enforce, punish responsible dog owners and unfairly stigmatize entire breeds.

DeLorenzo maintains that certain breeds are more dangerous, and that the city is right to set controls in the interest of public safety. "All you ever read about are pit bull attacks," he said. "I've never seen the headline: 'Cocker spaniel mauls neighbor,' or: 'French poodle attacks child.' "

Under DeLorenzo's ordinance, the owner of a dog that has been determined to be dangerous would be subject to a range of requirements. He or she would have to obtain $100,000 in liability insurance, have the dog's license number tattooed on its upper lip, maintain a fenced enclosure for the animal and post prominent signs on the property warning that there is a vicious dog there. Also, the owner would have to notify the city within 24 hours if the dog got loose.

Failure to comply with any of those requirements could mean impoundment of the animal by the police. If a dog deemed vicious actually attacks a person or another animal, it could be destroyed.
